Mount Pleasant Waterworks Announces Approval of Fiscal Year 2015 Budget and Adjustments to Charges

Commissioners improve customer service and financial sustainability 

Mount Pleasant, S.C.  - - July 3, 2014 - - On Monday, June 30th , Mount Pleasant Waterworks (MPW) Commissioners cast their final vote to approve the Fiscal Year 2015 Budget and make changes to fees and charges.  “Over the last several months we have spent countless hours studying the needs of our customers, preparing a budget that improves our financial sustainability, and devising a plan to keep our infrastructure reliable,” said Chairman Rick Crosby. 

With a 4-2 vote the Commissioners approved an Operating Expenditures Budget of $23,972,942 and a two year Capital Expenditures Budget of $39,815,864.  “We had to present our Commissioners with a budget that would cover the cost of operating and maintaining a system that consists of over $1.5 Billion in assets and provide the funds necessary to assure that we continue to adhere to stringent regulations,” said General Manager Clay Duffie. 

In addition to approving the Operating and Capital Budgets for Fiscal Year 2015, the Commissioners voted to maintain the current volumetric rates, no change to the water or wastewater impact fees, removal of the impact fee for irrigation meters (5/8” and ¾”), adjust the Basic Facility Charge, implement a Customer Care Program, implement a wastewater excessive use charge in 2016, and adjust various charges.  “As Commissioners, we work to keep the cost of providing water and wastewater services affordable. The services provided by Mount Pleasant Waterworks are life sustaining services that none of us could live without. The value of clean safe water for our community is invaluable,” added Chairman Rick Crosby. 

Beginning in July, customers will notice the change in the Basic Facility Charges. For those customers who have both water and wastewater services and are assigned one Residential Equivalent Unit (REU) the Basic Facility Charge will change from $12.30 per month to $18.00.  Commissioners adjusted the Basic Facility Charge so that all customers were fairly and equitably sharing in the fixed costs associated with providing customer service. 

In other positive changes, MPW has also taken steps to help customers continue to afford the services provided.  The newly approved Customer Care Program will offer a number of options for those customers who have met financial difficulty.  Additionally, MPW Commissioners have made purchasing an irrigation meter more affordable for customers who have paid a water impact fee. In the past those customers have been charged a $2,000 impact fee, now any customer who pays a water impact fee will not be assessed an additional irrigation impact fee for a 5/8” or ¾” irrigation meter, saving customers $2,000.
